Default Glow plug relay

2003 7.3 this morning my truck starting little hard I put my multimeter on was reading 9.97 so I had another one at my shed it was used . I put it in I couldn't get a reading so I went out got a new one I still can't get a reading on it. I have 12.5 on the hot side when I turn key nothing on other side. I put all wires on exactly they came off .what can I try next thanks tom

Check the little post that is hot when you turn on the key s/b 12v for at least 15-20 seconds.
If it is dead, jumper it to the big hot all-the-time post to see if it clicks.
If it does with 12v on both big posts, then the solenoid is good and the controller is probably bad.
